Add Cortex (Traditional) ML Functions as transformation components

Cortex ML offers native functionality for genAI use cases as well as traditional ML functions such as time-series based forecasting.

Currently, we have only implemented the genAI components for cortex but we do not have support for cortexML functions like Forecasting, Anomaly Detection, or Classification.

One of the more powerful features that these components can help with is simplifying the use of these native snowflake functions. If you browse the snowflake forecasting documentation, it can be pretty lengthy and daunting for folks who are not familiar with it. By having a native component, it can unlock the usage of these features and help users do forecasting with ease.

This would also appeal to traditional ML/DS teams who want to quickly apply these predictive analytic functions.
