Publish API

New API endpoint to publish a pipeline design into a runnable and schedulable artifact. This will help automate the build phase of a pipeline, and make it available for deployment as part of a CI/CD workflow. With such a new endpoint, it will be possible to publish a pipeline from a third-party tool (e.g. GitHub action, Jenkins, CircleCI, Python script...) and automate a dataops pipeline.
