Restrict inbound DPC access to specific IP ranges

Enterprise customers desire the ability to control inbound access to the DPC front-end site. They want to, for example, restrict network access to ONLY users from within their VPN, making the front-end inaccessible to the public internet. This should be possible through the ability to whitelist and blacklist IP ranges.
