Write secrets via hybrid agents

Currently when using hybrid agents, you can only leverage existing secrets. This is cumbersome for end users as they often may not have access to the underlying AWS/Azure environment, or simply are less familiar with it, as it is difficult to get their passwords into the system. Ideally, users would be able to create/modify secrets.

Ideally this would also come with controls to manage when users can or cannot modify existing secrets
